Roberto Prats PalermAttorney Prats was born in San Juan, Puerto Rico, on September 28, 1966. In 1990, he received his B.S. degree in Policy Analysis from Cornell University. Prats-Palerm then attended the Inter-American School of Law in Puerto Rico where he obtained his Juris Doctor. In 1992, he also attended Georgetown School of Law in Washington, D.C. where he concentrated his studies in Environmental and International Law.

At the age of 33, he was elected to the Senate of Puerto Rico as the youngest Senator-At-Large and chaired the Government Affairs Committee until December 2004. In November 2004, he ran for the U.S. Congress as the Resident Commissioner nominee for the Popular Democratic Party. Roberto sits on the Governing Board of the Popular Democratic Party and is the Chair of the Democratic Party of Puerto Rico since 2003. In 2008, Robert co-chaired Hillary Clinton’s successful primary campaign in the Commonwealth of Puerto Rico. In 2010, he also published a book titled “Te quiero Puerto Rico” regarding presidential primaries history in PR and co-authored it with Former Secretary of State Kenneth McClintock. He is currently serving a second term in the Executive Committee of the Democratic National Committee.

In Puerto Rico, Roberto presides the Board of Advisors of MMM Healthcare, Inc. and PMC, Corp., both subsidiaries of Innovacare, Inc. of New Jersey. In 2013 he was appointed by the Governor of Puerto Rico to serve as President of the Management Conference of the San Juan Bay Estuary. He is a member of the National Puerto Rico Coalition Board–a civil rights organization based in Washington, DC and a founding Board Member of the Latino Victory Project, also based in Washington, DC.

Prats-Palerm was also an invited Professor at the Inter-American University of Puerto Rico where he lectured several undergraduate courses in US Constitutional Law, American Government, Introduction to Environmental Law, U.S. Foreign Policy and International Conflicts.

He was a partner at the law firm of Meléndez Pérez & Prats since January 2005 until May 2008, concentrating in the areas of litigation, corporate law, insurance law and government affairs. In June 2008, he founded a boutique law firm under the name of RPP Law, P.S.C. located in San Juan, Puerto Rico.

He is admitted to the Bar of the Commonwealth of Puerto Rico, US District Court for the District of Puerto Rico, US Court of Appeals for the 1st Circuit, US Court for Military Justice and US District Court for the District of Columbia. He is also a Notary Public.
